I know this beat (RD 1109) like the back of my hand. I watched all the video footage released by the LAPD (here and below).

1. History keeps repeating itself. Too many well-known incidents have been initiated by the CHP who requested LAPD for backup, e.g., the riots of the 1960s and the Rodney King incident of the 1990s. In both cases, the CHP backpedaled and shifted the blame. After the King incident, unless I was assigned the call, I stopped responding to the “CHP requesting backup” calls. And all of this over a hit-and-run traffic accident.

2. I am pro police, but I am also pro armed citizens. Citizens like Jillian Shriner have the absolute right to arm themselves and protect their homes and property. But she was very unwise and became more of a hindrance than a help.

3. Though the officers who shot her should be cleared criminally by the District Attorney’s office. Administratively there are many issues the shooting review board should consider. One of them is the tactics that led up to the shooting. In my opinion, I believe they should be dinged in that regard. Though the law does NOT require officers to retreat from a threat, this would have been one of those times a tactical retreat to reassess the situation would have been beneficial. Having the Airship announce to all residents to enter and secure their residents would have been wise. Bearing in mind all suspects were described as male, and the officers knew she was a resident. Much more to say but…

4. Albeit I cannot know Shriner’s state of mind, or history of victimology, the 911 audio of her calling after she was shot, seemingly tells her state of mind and will be used against her later. Hopefully, she will NOT be prosecuted for the “attempted murder” that she was booked on, but if she sues, her own words display an apparent wanton disregard for the safety of the officers.

5. A similar incident happened to a Relative last year, also in the LA area. But that suspect, also running from the police, broke into his home causing him to arm himself. Video footage showed him being safe and responsible when the police arrived, and he was wise to not become a collateral threat to the officers. He was helpful, not hurtful.
